Q: cannot turn on an ipad a1337

my ipad a1337 will not respond to instrutions to boot. All it does is blink the screen about once per second when connected to usb port

when I can get connected to Apple online to download new OS (in Recvery mode), it interrupts with 1602 error. I;m stumped.

    Check your USB connections

    Errors: 13, 14, 1600, 1601, 1602, 1603, 1604, 1611, 1643-1650, 2000, 2001, 2002, 2005, 2006, 2009, 4005, 4013, 4014. You might also see a message that includes "invalid response."

    If the USB connection between your device and computer is interrupted, you might not be able to update or restore.

    I've tried most all of these steps in as much as some cannot be determined. I've been able to get iTunes to connect to the device and determined it in Recovery mode. I wa able to connect to web site and download program to Recover the IPAD. It gets to the Verify With Apple step and after many minutes, it returns with error message that the iPAD cannot be recovered and lists Error Code 1602 as the cause. But error code 1602 has many sub possiblities. I've attempted to clear as many as i can ID but I still get the same result: i.e., the IPAD cannot be recovered due to error code 1602. I'm stuck!
