Q: El Capitan Font Book not allow to select font to resolve conflicts

El Capitan Font book is not showing the fonts I want to activate to resolve manually the issue. See dotted line in screenshot.

In Yosemite when I have a conflict I can select the font I want to activate to resolve the conflict. see dotted line in screenshot

Is there something that needs to be unlocked?
