My iPhone won't let me send or receive pictures from androids or any other type of phone

Send or receive pictures? Are you using Messages to do so? If so, you have to use MMS to send/receive to non-Apple devices.

MMS requires two things:

• You must have MMS approved for your plan by your cellular carrier. This often costs extra.
• You must have Settings > Messages > MMS Messaging = "On"

Are these folks who now have Androids former Apple iPhone users? If so, they must de-register their iMessage.
