    * Disclaimer - I have no experience with iPhoto books

You own the copyright  == Internationally == of your original work. Therefore, you own the right to negotiate its distribution internationally by your "publisher" => Apple

Ergo, it makes no sense why Apple would prevent you from sharing your creation with anyone - anywhere

    HOWEVER

    • Apple must get paid for publishing your creation
    • you must have financial arrangements IN the place that it is printed so that Apple may be paid

You seem to be a relatively unique case

I know you must have tried (tongue firmly in cheek) looking at > iPhoto and Aperture: How to change your shipping address for photo orders - Apple Support

If no joy, you should = GIVE UP = because Apple Support Online has defeated me from helping you further > https://getsupport.apple.com/

Have it shipped to you, check the book carefully to make sure it is correct and to your standards, and then post it to the person you are sending it to.

The shipping address must be in the same country as the billing address of the credit card used to purchase the book.  It's as simple as that.  Apple doesn't want to get involved in collecting and distributing import duty, etc.  Collection sales taxes are as far as they want to go.

Follow deggie's suggestion because you don't want a misprint or badly printed book (yes, they occasionally do occur) to go directly to the recipient.

Before ordering the book review it according to this Apple document: Preview a print project in Photos, iPhoto, or Aperture to avoid issues - Apple Support. Save the pdf file to compare it to the printed version when it arrives.
