You can't create a new one and transfer the purchases from the old one. Are you just needing to update your current Apple ID to a new email address? Why are you needing to create a new Apple ID? What are you wanting to accomplish?

WE got new phones for our 2 existing phones, which we always used the same shared Apple ID. It gets mixed up iMessages and shares all our stuff...we want to separate the ID to one per phone
OK, then you would not be able to keep the media purchased under the old ID on the new one. However, for the situation you are describing, it sounds like what you really want is a separate iCloud ID but also want to continue sharing your iTunes ID. You can do that.
On the phone where you want to set up a separate iCloud ID (which can be used to sign into iCloud, FaceTime, Messages, Mail), go to Settings>iCloud and sign out the current Apple ID. Once the iCloud account is signed out, you will see on the same screen the option to set up a new iCloud ID. You can set it up there and make it anything you want (as long as it is not already taken). It will be set up as an iCloud.com ID.
Once that is set up, you can sign the old Apple ID out on that device in Messages, Mail, and FaceTime, and sign in the new iCloud ID. Leave the iTunes & App Store signed into the old Apple ID on both devices, and you will continue to have access to the purchased media for that ID.

Yes - Family Sharing would provide you with the same access to the iTunes purchases. 🙂
