    TO start with the wether app would only show the local weather.  You could not add another city.  The aviation mapping apps that are used in EFB electronic flight bags would beary work with delay time in the seconds rather than at the blink of an eye. Seconds when you are traveling at 3 or 4 miles a minute can be deadly.  The speed of the apps are very noticeably slowed. It should be incumbent to address these apparent issues before the point of no return.  I have already had one crash.  I may not survive the next one.  It was only the great doctors that gave a second chance.  I would hope Apple would find it appropriate to be as equally helpful.

    First try resetting your iPhone and if that does not work try a Restore.

     

    Given your crash history and concern with safety why don't you invest in a newer, much faster, iPhone?

    The reset resolved the weather app although it is noticeable slower on the 9 iOS.

    Yes, I did purchase a new 6s. That as the cause of the problem. To move the data from the 4s to the 6s att said to upgrade the software. The rest is history. Either the instruction to upgrade the iOS on the 4s was not necessary and another method would have produced the transfer or Apple should have provide transparent notice of the consequences of the installation of iOS 9 on a 4s or as Microsoft often stipulates either it is highly not recommended or saying the capacity of the computer is not capable of operating on the new operating system. The EFB app worked stellarply on ios 5.  Sadly we have,are a good but older iPhone not even good for a boat anchor.

    MY desire is to find a legitimate and Apple supported method to restore the iOS 5 to retain good operation life that is still pin the unit.  Any suggestions would be greatly appreciated

    That is not possible because Apple has never approved any method of downgrading iOS.

    That is a disservice. It obsolescence in voluntarily and unsuspectingply viable and useable phones. Pretty inconsiderate for a comany that apparent prides itself on building the best.

    You were given bad advice by AT&T. The iPhone 4s did not need to be upgraded in order for you to back it up and then use that backup to set up your new iPhone 6. Sorry that you were given bad advice, but you need to take that up with AT&T. Apple has never allowed you to downgrade an iOS version for a plethora of reasons. It has nothing to do with making your device obsolete - it has to do with the problems that can be caused by downgrading an iOS device after you have upgraded it. It is not like a computer. You can restore your Mac to an older OS X. But an iOS device is not the same thing as an OS X computer.

     

    There are plenty of iPhone 4s devices running iOS 9. So, you might want to erase that phone and manually re-download your apps and other media, checking your problem areas as you add those apps and media. Your device could have corrupted data, or you may have an app running that is causing the issue. Erase the iPhone 4 and rebuild it from scratch. You always have the option to erase it again and restore it from that backup you made for the iPhone 6.

    I have never been one to give up. I was taught CRM. iIt originally stood for Cool School, then evolved into cockpit crew resourses management, then crew resourse management, them company resourse management.  You continued to seek all the help you could find in an emergency to resolve the mess.  I have had the emergencies.  I don't give up and ride the ship down. People have always been there to help.even when it was following off the end of the runway and picking up the pieces.

    That is why I came to you folks. There has to better way, and jail breaking something is not the solution. I will try your suggestions.  The little fellow worked so smoothly. I struggled with deciding to get a new iPhone.  I hate to see it limp into where ever.

    One other thing to be aware of. With iOS 9, Apple introduced the Low Power Mode. This is designed to conserve your battery power, but can result in some changes in the performance of the device. You may want to make sure that you have this turned off:

    Also, check some of these things, and turn them off if they are on:

     

    Settings>iTunes>Automatic Downloads

     

    Settings>Background App Refresh - on this one, only select those apps that you want to have updating continuously. I have Weather, Google Maps, Kindle, and Stocks turned on. The rest are turned off, as I do not need them updated continuously

     

    Settings>Privacy>Location Services - with this one, you want the Location Services on, but click on it to go to the detailed app screen, and select the appropriate option for each app: Never, While Using, or Always. Again, for my uses, I only have a handful set to use Location Services at all - App Store and Siri & Dictation = While Using, Compass, Google Maps, Weather, and my "Star Gazing" apps = Always, everything else for me = Never. You can go one layer deeper here by clicking on System Services. There you will see another list of functions that you can have on or off. Most you want to = ON, but "Location-Based iAds"? I don't think so....

     

    In that same list a little lower down you will see "Product Imporvement". I have Diagnostics & Usage turned on there, but not any of the rest. "Traffic" especially used to be a big drag on both batteries and processing power. This may have been improved since then, but I don't need it, so I keep it off.

    Generally not giving up is an admirable quality but in this case since you are beating your head against the wall, my only suggestion is to give up on this one.

    I have done a few of the thing you suggested but not all, because I did not know they existed.  It is interesting, I have been told to give it up, Apple does not do that, it will never happened, but it is the persistence that has lead you to me.  For that I am very greatful. Your ideas and help are timely and helpful. Correcting a problem that should have not happened is the purvey of Apple.  Your help and advice has ameliorated much of the effect of software that maybe should not have been available to a piece of equipment not designed for that much heavy lifting. I will follow up in the future as I try to implement your suggestions.
