Itunes 12.3.1 win 8.1

Hi,

Recently, I'm trying to upgrade my Itunes version. but since version 12.3 it's not possible on my laptop.

There is no error message during the installation but when I try to open Itunes I get:"error 7 (Windows error 193) please re install Itunes".

I've already tried to repair different installation components like apple mobile device support or apple software update but without any luck.

Yesterday I went over the application logs in the event viewer and found out that the reason for this error is because apple mobile device service which is not started. So I went to services and tried to start it but without any luck!!

What could be the reason for this??
