May I suggest you are less impulsive with your purchases next time and take the time to research what it is you are buying.

But this is only regarding Siri (even I still don't understand why I still can't use Siri even if I change the language to English, as I do with my iPhone or Apple Watch)
What is upsetting me at the moment is a totally 'blocked' app store, where there's no way to find new apps, because I don't have any menus (categories, etc). I know I can search for them, but I need to know they exist somehow. As you know this was a general complaint all over since day 1, and Apple already changed it at least on USA. I hope they improve this to all countries.

I can't see the categories in the App Store either. Do you think it will change in the future? I thought eventually all regions will have the same functionality with the apple tv. Does anyone know if this is how it works?

Apple has already stated that Siri support is being worked on for more countries. Siri needs to be tuned for languages and accent support separately from the iOS Siri and that takes more time. One should also expect the App Store Categories and Top Sites to roll out internationally in the near future.

And I don't mean a "Portuguese Siri". For me, an English Siri would be fine. Even if there would be problems every now and then with my accent. That would be fine as it is with my iPhone and iPad. But not having Siri at all? One of these days Apple will have a Brazilian Portuguese Siri (maybe) but considering the accent of my "Portuguese Portuguese" :-) it will be much worst than my Portuguese accent while speaking English.
There is a solution, I know, but it is a crazy one: having an American iTunes account, for instances, but then my Family Sharing and my Music Libraty under my Portuguese iTunes Account would go away.
Not good at all. It would be nice having Siri everywhere even if ony speaking the languages availabe. As simple as that.
