Try:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Reset all settings
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.
- Restore from backup. See:
Restore your device from an iCloud or iTunes backup - Apple Support
- Restore to factory settings/new iOS device.
You can call Apple. Yo have 90 days of free telephone support
What do you mean by "any apps from my computer won't download either" If you can't sync media to your iPod then:
What exactly happens when you try to sync?
Does iTunes see the iPod?
What version of iTunes? You need 12.2 or later.
Do the songs play in iTunes?
Does any media now sync to the iPod?
Do you have the right boxes checked to sync?

Try syncing using the manual method

TThis was helpful but I've tried it and I just reset the whole thing to factory new and the App Store isn't on the iPod anyomore
If you successfully restored (went through all steps without error) to factory settings/new iPod via iTunes (Not via Settings>General>Reset>Erase all Content and Setting) and still have the problem that indicates a hardware problem.
Make an appointment at the Genius Bar of an Apple store..
