You can delete the iPhoto Library and iPhoto, but I would wait. At least make a backup copy of both and keep it safe. It is hard to get iPhoto back, now that Apple stopped selling iPhoto from the AppStore, and you may need it to fix the IPhoto Library, if you should discover problems, that would require to migrate the library again.
Also, iPhoto and Photos are very different. You amy prefer to keep using iPhoto for the time being, until future upgrades will have made Photos more versatile. And if you have products in iPhoto, books, calendards, slideshows, that need finishing, I would keep iPhoto to be able to complete the projects in iPhoto. The products do not migrate well to Photos. To delete the iphoto library using the finder drag it ot the trash and empty the trash

In iPhoto I exported each album by themselves into the folder with the Album name. I used the "Sequential number" option so it would save the album name and number in order ex: Boston Trip 1, Boston Trip 2 etc... for the photos in that album.
After I exported every album this way, I then opened up the Photos App on my Mac, and then imported each album separately. Depending on your iPhoto library size it might be fast or slow.... Mine was a little slower since I had a big library.
After importing the photos was complete, I deleted iPhoto completely. Photos seems to run great after doing this, since it isn't using iPhoto to view or edit images.
