Apple Pay could not add my credit card back

I have a iPhone 6. I just deleted all credit cards on this device. I could not add any of them back on this iPhone.

The pop out window keep showing " This Card is Already in Wallet". However, my apple wallet is empty now.

Could some one help me on this please?
