I am using an album from My Photos as a screensaver. It's currently in Ken Burns mode, and pics are loading fine. My only issue is that the screensaver plays the photos in the same order every time. I can get a Slideshow to shuffle, but it doesn't appear that this is available anywhere in the screensaver's functionality.

I have the same issues, i.e. photos are in shuffle mode but only a few are displayed (out of 12500...) and after 100, it restarts all over again with the same photo.
What should we do to fix this? My ATV1 was great for this! I don't understand why the ATV4 has that issue.
I noticed the same issue. ATV 4 with My Photos on my PC as the source for screensavers. Photos set to Ken Burns or Classic effects, 10 seconds between transitions, stream for approximately 100 photos then repeats in exact order. Takes about 16 minutes. When repeat starts, I click on the Computer app, click on photos at bottom, then click on upper right "Set as Screensavers" button. 2 minutes later a new batch starts and will repeat exactly in 16 minutes forcing me to repeat the process 16 minutes later. It seems that the ATV grabs 100 photos and isn't smart enough to grab another 100 before it reaches the end of the 1st 100. This is very disappointing. Our favorite use for my ATV Gen 1 before it died was to watch 19,000 photos randomly play while listening to classical music on Venice radio.
On a side note, when I select slideshow (same effects on) it grabs 4 photos, plays them, then stops after the 4th.
The 2nd gen and later only use a small portion to temporarily cache photos for the screensaver. The 1st had the ability to sync, the others are streaming devices with the current model primarily using the space to store apps.
New development - I've changed my old router (2.4 GHz) to a brand new one with 3 channels (1 @ 2.4 GHz and 2 @ 5 GHz). I did that since I read that it was highly recommended to run an ATV 4 on 5 GHz. And I also dedicated one 5 GHz channel to the ATV 4. It resolved the slideshow problems and all the streaming lag I was having.

Yes, I had this problem as well and stumbled upon what I believe is the solution. Click on Settings > General > Screensaver > Type > Home Sharing > Photos > Play Slideshow...
...and then you will see slideshow settings where you can randomize the pictures. I hope this works for you. Good luck!
Yep, this is something that has progressively gotten worse with each model released with the floating screensaver.
1st Gen ATV: All photos from the local library randomly shown, no duplication. (Remember no option for home sharing or shared iCloud photo libraries on 1st Gen ATV - all synced via iTunes)
2nd / 3rd Gen ATV: Only about 100 photos from a home sharing library displayed however a shared iCloud photo library did randomly display all photos with no duplication.
4th Gen ATV: Both local home sharing library and shared iCloud photo library now only show about 100 photos.
I thought with the expanded storage on the 4th Gen ATV we may get back to some of the functionality found on the 1st Gen ATV (all photos from local library can be randomly displayed), but not only did that not happen they also killed the "workaround" of the iCloud shared library. Disappointing.
Come on Apple...fix this really stupid bug...use the solid state memory of the Gen 4 ATV for this most useful feature!
From the 2nd gen onwards they have been streaming only devices, a small portion used to temporarily cache photos (regardless of source). The 4th gen adds the ability to store apps, but those have a size limitation (while using the cloud to access additional contents and purge when necessary). This isn't a bug as that is the intended functionality, and this is a user forum so you aren't addressing Apple.

Tx vazandrew. So I guess to best way to resolve this is to start the music and then go in my photo library to start a slideshow. I'll try that to see if this works.
I've tried with my slideshow and it stops after 4 photos. That's pretty weird.
But, you have to use Computers. It will not work on settings>general>screensaver
