Good day naqash.hacktrix,

If your iPhone is reporting that it is unable to create a free iCloud account, you can create one on another device. This page tells how - iCloud - Apple. Go to the section titled iCloud is easy to set up and click on the type of device you would like to use to create the account.

Once created, you can enter the account information on your iPhone.
