battery won't charge flashing orange light

My ipod shuffle is brand new...and I have had it set up to charge from my laptop, then into a usb/ac adapter overnight and now my desktop and it just flashes orange. It hasn't changed it's charge since I got it. I can see it in itunes, I can listen to the music I put on it etc but it won't charge. Any ideas would be greatly appreciated.

I had tried all these steps prior to posting my issue. So that doesn't help. When attached to Itunes it shows the status at less than 1/2 and a steady orange light. When I eject it from itunes it flashes yellow. I have tried both ways to charge it to no avail.
