Welcome to Apple Support Communities.
From what I gather, your brother created multiple Apple IDs for with your father's iPad and you want to know if you can merge them or choose the account that's being used. As mentioned in the article below, the accounts can't be merged.

Can I merge multiple Apple IDs into one?
Apple IDs can't be merged. We recommend that you use the same Apple ID in the iTunes Store and iCloud. Using multiple Apple IDs might be confusing and might cause issues with accessing purchased content or using some services.
