Q: Can't join family plan on Android

My family already has a family plan that they have added me to, but I created an Apple account from Apple Music and when it gets to the part where you put in address, payment info, and phone number, I fill it all in and hit submit, and it tells me to come to the iTunes help page for help. But it doesn't highlight any of my answers as not being valid, so I don't know what I need to fix.

 

The only thing I can think of is my phone number could be taken by another account, but it doesn't tell me that. I'm using an iTunes code to sign up, but I should already be linked on a family plan. I'm not trying to make the family plan - I'm already invited.
