Make sure IPv6 is set to link-local only for any network client used.. in your case that seems to be both wireless and ethernet..
I do recommend using only one connection at a time.. even if you set the priority of connection correctly .. having wireless connected while ethernet is doing most of the transfer can still cause a slow down. Try to ensure one or the other.
If it is slow over ethernet.. that is the more serious.. wireless is never 100% to be trusted.
The TC is connected to the ADSL box and the MAC is either connected to the Wifi (Box or Airport) or to the LAN via an Ethernet cable connexion. Both connections gave before a good flow rate of data transfer.
I am not clear what is the wifi box?? Is this ADSL modem router which has wireless??
Is the airport in bridge mode?
Create a wireless network?
How are you measuring the transfer speed?
A bunch of very small files can take a long time to copy due to the actual speed of the internal hard disk drive.
Unfortunately apple's new Activity monitor is a real poor excuse for the old one..
But I can give you a couple of plots of transferring files to the same TC type as yours.. This is from 2011 MBP running El Crapo.

First of all the link speed is full 450Mbps.

And standard wireless settings with the IPv6 set to link local only.
The screenshots from blackmagic are too big so let me just report the values.
Local SSD
212.4MB/s Write 457.3MB/s Read
Over wireless to TC
25.5MB/s Write 21.6 Read
Over ethernet to TC
40.0MB/s Write 42.9 Read.
I double checked those values on a mac mini in the same network.. same era.. 500GB next gen SSD. But running Mountain Lion OS.
Local SSD
477MB/s Write 508MB/s Read
Over wireless to TC
25MB/s Write 19MB/s Read.
Over ethernet to TC
46MB/s Write 36MB/s Read
So there is a bit of variation as you would expect.. if I did a lot more repeated testing I would no doubt get closer averages.
Try giving me actual speeds you are getting using a software like blackmagic which is easy peasy to run.

I also want you to know how slow the TC really is.. this is the same test to a synology NAS via gigabit ethernet.

That is near to full gigabit transfer in both directions.
