My iPad Notification window is stuck open covering home screen

On my iPad 3 with iOS-9, the notification screen was somehow, and don't ask how as I have no idea, gotten pulled down and is now stuck pulled down covering the home screen. I can't swipe it up and out of the way and since it's covering the entire home screen I can't access the PIN pad to log in. It is behind the notification page!

I tried to turn it off and restart, can't get to the turn off slider behind the notification screen!

I was going to restore, but again, I can't access the home screen to allow the computer access to the iPad in iTunes to restore it!

Any body have ANY IDEAS?????

So, I guess this issue hadn't happened to anyone else but us, lucky us!

This was the solution, I had tried waiting out the charge on the iPad, let it rundown and die to restart since I couldn't get to the "Power Off" slider because I couldn't access the home screen since the notification sceen was stuck down covering the entire home screen! But after a week it was still over 40% charge so running the battery dead was going to take a LONG time!

I felt that all that was needed was a restart to fix everything, and of course NOW the iPad wasn't randomly restarting when I actually needed it to be doing that very annoying byproduct of iOS-9 with my iPads!

I found that if you just contiue to hold down the "start" button it will finally bypass the power off slider on the homescreen and do a hard restart which fixed the problem.

Notification screen up and all is normal with the iPad again.
