how can I send a voicemail from my iPhone to another mobile phone without the destination destination phone ringing?

Long ago when I had a nearly Samsung Galaxy, I could send a voice message directly to voice mail in another mobile phone., without the other phone ringing.

Is there a way to do this from an iPhone 6 Plus (IO3 8.3)? I have not been able to figure it out.

Any response, either telling me how to do this or saying it cannot be done, will be Greatly appreciated.

You can't. Not unless your carrier offers that feature as part of their voice mail system, and if they do, you would have to dial in to do it.

You could send it to them as an email. That feature requires iOS 9.
