Just got a new MBP and iTunes 12.3.1.23 sign-in button does nothing. I have also tried to signin using the option in the menu and still nothing pops up to allow me to signin.
I have tried uninstalling and reinstalling iTunes and that doesn't help at all.

I'm having the same problem. There's no way for me to sign in to iTunes on my Mac because the sign in button doesn't do anything. I tried reinstalling iTunes, that didn't help.
Also, the problem is consistent in other user accounts. No one can sign in.
Are you using any symbolic links in your library folders?
Add me to the same problem. I can’t log in on my macbook pro.
Same behavior: No response in session log-in, also no answer in the log-in menu.
Same problem here works fine on my iPhone and iPad. I can login to my iCloud in system preferences no problem. Just can't login through iTunes no matter what I try

I can still log in my iTunes account in my phone and MacBook Air, only my new MacBook Pro doesn't work so I guess the problem isn't on the account but on the device?
I had the exact same issue, but it seems to have sorted itself out with the most recent OS update.
I believe the reason it was happening to me was because I trashed iBooks. When I restored it the problem went away.
***, why do one need the crappy iBooks app?
Apparently to let you sign in for some reason. I agree with you, I hate iBooks. That's why I trashed it in the first place.
