I cloud back up not brining all my data back to my new phone

Recently had my6 stolen in Vietnam, bought a 4 second hand which was already set up. From here I tried to re-sync all my backed up data and mistakenly just backed what I had on the 4 to my iCloud. Will all my prior data still be on my account?? I can't seem to re sync the 4 with what I had on my 6.. Any help would be appreciated as it has all my photos and videos from traveling .. Thank you
