Background Shape for Header and Footer

I don't understand why this is so hard to figure out.

I am trying to create a simple rectangle in red spanning the full width of the page (full bleed) which I need to appear behind the header and the footer of the document. These stripes should appear on all subsequent pages as you create new pages in the document.

Any help would be appreciated.

I finally found an article online with the solution.

Create the shape
Position it where you'd like it to appear permanently
With the object selected (this applies to both images as well as shapes), click on Arrange > Section Masters > Move Object to Section Master
Voila! It will appear on all pages.
