Mac Pro login pswd reset not working even when using reset option via iCloud password

purchased brand new Mac Pro and linked it my iCloud pswd so I may log in incase I forget my MacPro pswd. I follow all the instructions (able to successfully log into iCloud via browser) but get thrown into a loop in Mac Pro. On a call with Technical Support.
