iPhone 5S with iOS 9.1 will no longer download from App store or iTunes store on Wi-Fi (spins and times out) All downloads work using cellular data; wifi works with everything else. Signed out and back in to the store- no help. Changed dns to 8.8.8.8 no help, turned off auto date/time- no help

Try sign out of store.  restart phone (Home and sleep / wake button pressed together until apple logo appears - about 10 seconds), log back into store.

Is Wifi for other things like Safari and Facebook working? If not, you can try resetting Network Settings - Settings > General > Reset > Reset Network settings.  You will have to retype all your wifi passwords and reestablish bluetooth connections after this.  I would even try this if the first advice fails and other Wifi is working if it were me.

Wifi works perfectly for everything except specifically downloads from iTunes and App Stores. I can browse the stores all day, but cannot download media or update apps. (With cell data alone these processes work) I've reset my router, reset network settings, nothing works, I've signed out and back in to the store several times to no avail; this time I cannot sign back in, 'Cannot connect to iTunes Store'. I'll sleep on it and try again tomorrow.

    Thanks for the help.

Using cellular data only (Wi-Fi disabled) I am able to sign back in to the store.

Ok, resetting Network Settings is not likely to work.
