I preordered an album about 2 weeks ago called When The Morning Comes by A Great Big World and it came out today but got the chance to download it about 20 minutes ago and I went to check my recent purchase history and it says that I have to pay for it but I already payed for it I also had already downloaded 2 song (which I had already paid for ) please help

If I understand correctly, you pre ordered an album but are not able to download it. I would recommend you read this article, it may be able to help troubleshoot the issue.
About iTunes Store pre-orders - Apple Support
You can also use the Check for Available Downloads feature in iTunes on your computer (Store > Check for Available Downloads) to download your pre-order.
