I understand that you are not able to join a family group and are receiving a Safari messaging when you try. To begin troubleshooting this situation, I would suggest making sure your Apple ID is only associated with this one family group and not already associated with another. This information can be located in the Join a family group section in the following article.
If you can't accept the invitation, see if someone else joined a family with your Apple ID or is sharing purchased content from your Apple ID. Remember, you can only join one family at a time, and you can only switch to a different family group once per year.
