10.9 is not the same as 9.

The Office Jet Pro 6830 will do printing and scanning, but not faxing on Mac OS X 10.9. It may not work on Mac OS X 10.11.1, as HP has not released updates for 10.11 yet. Once you download the drivers from HP's website, as long as they are older than June 18, 2015, you can install HP Printer Drivers v3.1 for OS X from Apple's website. That will ensure you have the latest drivers.

Is the printer attached to the computer or on a network?. More information would help. What happens when you try to add the printer?

If you haven't done so already, try resetting the printing system.
