iPad Pro as drawing monitor?

Can you use an iPad Pro as you would a drawing monitor? I mean, can you show footage on it and use the pencil to define areas and track motion like you could use a mouse to do on a regular screen?

I know there are monitors that let you do this. And I know the Surface Pro might let you do this, but I'm guessing not with a Mac.
