Q: how to send a text to someone that does not have an iphone from the ipad

text woun't go out from an ipad if they are going onto a phone that is not an iphone. How to make this work

You need to get a text messaging app from the App Store like the one below.

If you have an iPhone you can connect the iPad to it with iOS Continutiy - Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support and then send either iMessage or SMS texts from your iPad. Your iphone will do all the actual sending and receiving and then share messages with the iPad over wifi.
