What computer OS and version?

What iTunes version is installed?

You need iTunes 12.1.3 or later for iOS 9

See

iPhone, iPad, or iPod not recognized in iTunes for Windows

- I would start with

Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP

or

Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8

- New cable and different USB port

- Run this and see if the results help with determine the cause

I use a Windows 8 computer, iPad Air iOS 9.1. I tried uninstalling iTunes n reinstalled 12.1.3 version for iOS 9. My iTunes doesn't display iPad under devices. Everything there cannot be clicked. I cant even accept iCloud terms and condition, can't sign out of iCloud, can't activate face time. this whole thing is making me sick. Please any other suggestions? Thanks for previous suggestion.

You need iTunes 12.2 or later for iOS 9 with Win 7 or later. 12.1.3 is for XP and Vista
