Do you mean the Instrument Library and the Loop Library?

Both need to be installed on your system drive in the folders

/Library/Application Support/GarageBand/

and

/Library/Audio/Apple Loops/

The question is how can GarageBand "see" them if placed elsewere.

It is simply not supported by MacOS X. The system is searching the loops and instruments on the System drive.


You would need to trick the system to search on your external drive instead by replacing the folders /Library/Application Support/GarageBand/ and /Library/Audio/Apple Loops/ by symbolic links to your external drive.

I never tried it, so I cannot tell, if this will still work on El Capitan with the System Integrity protection.

Don't try it without having a working backup of your Mac.
