VPN : L2TP over IPSec doesn't seem to work

I have been struggling for quiet sometime trying to get my VPN connection working on El Capitan

My VPN has to be L2TP over IPSec and after putting all the configuration settings, it is not connecting. Checked on the logs on VPN server by my IT staff and infact the connection is not reaching upto the VPN server. Tried doing a netstat on terminal while trying to connect but couldn't find any entry. My firewalls are disabled as well

Has anyone else had faced this problem ?

MacBook Pro, OS X El Capitan (10.11.1)
