Installing iTunes 12.1.3 for Windows XP SP3 32-Bit gives a Windows Installer package error

I have a Windows XP SP3 32-Bit PC. I recently upgraded my iPod Touch 5th gen and my iPad 4th gen to iOS 9.1. I now cannot connect them to my iTunes 12.1.2.27 version. I get an error:

The iPod "Name" cannot be used because it requires a newer version of iTunes. Go to www.itunes.com to download the latest version of iTunes.

So I found out that I needed to download and install iTunes 12.1.3. I did that, but got an error below:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

Basically, it got stuck at the Status part of the install.

Any suggestions on what I should do next?

I wish that Apple would have made it such that in iTunes, when I check for updates, it would automatically update it to 12.1.3! It would save a lot of frustration and wasted time.

Try repairing and then removing Apple Software Update from the programs and features control panel.

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach.

Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading.

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.

Hi,

Thanks for the reply. Yesterday I finally got around to trying out your suggestions. Turns out that my Apple Software Update in the Control Panel -> Add or Remove Programs had that error:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

I clicked on the Change button for the Apple Software Update, and then I selected the "Repair" option -> Next. I let it finish.

I then reinstalled iTunes 12.1.3 again, and it completed successfully with no errors. I launched iTunes, and was able to update from iOS 9.1 to 9.2.1 and backup my iPod touch (5th generation) successfully, as well as my iPad (4th gen) and my iPhone 6 too.
