It sounds like your preference would be to receive annual instead of monthly billing for your iCloud Storage.
The annual iCloud storage plans enrolled before September 10th of 2014 were automatically upgraded to annual plans with a reduced pricing structure after that date. If you currently have a monthly billing plan, then the annual plan is no longer an available option. You can read more details in the following Knowledge Base article:
