I understand you already activated your iPhone yet you don't see it listed with iCloud and when you try activate it again you get a message about the account you are trying to use can't be used.
Do you have two different accounts and activated it first with a different account? That's what these symptoms point to. See If you can't activate your iPhone - Apple Support and Find My iPhone Activation Lock - Apple Support.
If so, you will need to disable Acivation Lock with the first account then you will be able to use the second.
