Icloud photos not syncing to PC

I had Icloud installed on my Pc running Windows 7. It was working fine in syncing with my iphone 5s ios 9.1 and Ipad mini 2 ios 9.1 until about Sept . I just noticed that no pictures had been downloaded since then.

I checked all settings to ascertain that photos was turned on..I uninstalled icloud and restarted , read through all the help section but couldn't find anything that was pertinent to this situation.I have spent several hours trying to find a solution.

Any help or suggestions would be greatly appreciated as I want to have all photos on PC as I like to make calendars every year.
