iCloud Error 2343 on Windows 10

I have Windows 10, Office 2016. iCloud stopped working in Outlook 2016 complete--I could not access my calendar, so I tried uninstalling it and then re-installing it on Windows 10. I also tried repairing it. I am in the iCloud twilight Zone. I can't uninstall iCloud or re-install it or repair it. I always get error code 2343 if I try to uninstall iCloud or repair iCloud or re-install iCloud on my computer with Windows 10. How do I resolve this issue? I would like to sync my Outlook calendar with my iPhone Calendar, but that is no longer possible.
