Does a SMC change anything?

How does it behave when the charger is NOT connected? Will it turned on?
What is the battery status?

Just tried resetting the SMC, the problem still hasn't solve. Everything behaves normally. It's only when the computer is turn off and you plug the charging cable, it will restarts. Thank You!
