I have El Capitan on my iMac. When I connect my 4s, the iMac recognizes it, as does Photos. I have some video and pictures stored on my Photos app, but Photos does not show any pictures to be imported, as if my 4s library is empty. Is the 4s too old for the new Photos?

The problem has been reported also for the iPhone 6 and iPhone 5.

In some cases it was caused by Dropbox, if Dropbox is set to import the photos.
In some cases it helped to restart the iPhone while it was still plugged into the computer.
