"Use the Drafts folder with your Exchange Account in Mail on your iOS device
You can find your draft messages in the Drafts folder on your iPhone, iPad, or iPod touch.
The Drafts folder is at the top of the list of folders in Mail. In this folder, you'll find draft messages that you've saved. You can edit and send your drafts anytime.
The Exchange ActiveSync protocol doesn't allow drafts on your iOS device to sync with the Drafts folder on the Microsoft Exchange Server.

I saw this on Apple's site..

Nov 18, 2015 10:21 AM in response to MpaTechby ShagCA,Perhaps you can create user defined folder and call it DraftMail. Drag/drop your draft mail items from built-in Drafts folder to your user-defined folder.
EAS protocol version 16 (included in the latest version of Exchange Server - 2016) enables Drafts folder sync'ing. If you have Office365 subscription, you'll have that feature enabled when Microsoft upgrades their mail servers.
Syncing the drafts folder was previously not supported. We’ve added that support in version 16. Now you can start an email on your EAS device and continue editing that draft back at your desktop by retrieving the mail from the drafts folder. Or, write your draft at your computer, then make the final tweaks and send it from your phone while you're on the go.
