Battery usage - recently deleted apps

What does the "recently deleted apps" mean...is it calculating the usage that the battery used to DELETE the app or is it tracking the USAGE of the history from the apps that were deleted?

I've had no problems with my phone over 1.5 years..

Yesterday I updated the apps. Today my phone wants to drain all the power in 3hrs.. I deleted the app and in the battery module under recently deleted apps the power went from 40% to 80% in 2 hours. This seams like the app is still sucking the power while deleted.. can this happen???
