iPad Mini not connecting to Internet but is on Wi-Fi

I have an iPad Mini on iOS 9.1 that will now not connect to the Internet using either Safari or other internet-based apps like App Store. It was working several days ago but recently stopped working for some reason. It will connect to my router and get an IP address (192.xxx.xxx.xxx) so it's connecting to the router OK. All the other network details (router, DNS, etc) are exactly the same as my iPhone (which is working fine) along with about 5 other iDevices in the house which are working fine as well.

I've reset the network settings

I've erased the iPad and started again

I've re-installed iOs from scratch

I've connected to both the 2.4 and 5.8GHz networks in the house

I've renewed the lease

but it still will not connect to the Internet, however, if I create a personal hotspot on my iPhone and connect the iPad to this, voila! it works. How can this be?

What could possibly be the problem causing the iPad not to connect to any internet-based resource via Wi-Fi?
