My iCloud Photo storage is disabled. How can I enable so I can delete some of my videos and photos?

I would like to delete some of my old videos and photos from the cloud storage but it tells me that my iCloud photo library is disabled and I only have 8 days to make sure i have a complete copy of my photos

How do I enable the photo library so I can edit and delete photos and videos. My storage is full and I need to delete to make more room.
