Unable to Register for DEP

I have been unable to register for the Apple Device Enrollment Program for my office - NOAA Corpsrv. At various times, I received the following 3 error messages:

1. error code 22191117
2. Your current Apple ID is not eligible for using Apple Deployment Programs
3. The Work E-mail address you entered is already associated with a different Apple ID.

I would appreciate assistance with reaching the DEP support team.
