on my new 32Gig Ipad Pro - why is the capacity 26.4? I just want to know if its just me. I recovered my previous Ipad's backup from iCloud. Did that take away more storage that it should have? I don't get it. Paying for 32 and getting 26 is driving me nuts.

Computer manufacturer advertises in decimal but computers calculates in binary. Your 32GB real storage size is approximately 29.8GB. iOS operating systems uses a few more GBs. I'd say 26.4GB sounds about right.
