There is a difference of intuitive and useful.
Scroll vertically on a mouse will scroll vertically on the window - scroll horizontally on a mouse will scroll horizontally on the window. That, I would intuitive.
If one direction scrolls and the other direction zooms, then that is not intuitive and you have to remember when it does what. However, once you remember that, then it might become useful.
In GarageBand, the scrolling is intuitive. If you want to zoom instead of scrolling, you hold down the option key (horizontally only).
In GarageBand's Tracks Window, you can zoom only horizontally, but not vertically, becasue it has an auto-zoom feature for the track height.
