Podcasts do not play unless in wifi zone

Hi,

After upgrading to iOS9 I cannot play podcasts on my iPod Touch *unless* I'm in a wifi hotspot. This was never an issue before. I have the podcast app set to save the three most recent and I watch as it downloads new podcasts *BUT* when I leave the house, get on the train and press play I get an error. "Your Device Is Not Connected to the Internet"...

How can I play a podcast outside of a wifi zone on my iPod Touch?
