Q: CORS on os x El Capitan Server and Apache

I'm trying to permit my local server to accept a Cross Origin get from a trusted Domain.  I've tried various steps outlined in enable-cors.org and others but to no avail.

I also notice that I can stop Apache from the terminal cli [$ sudo apachectl stop] but it continues to serve pages - until i stop it in the Server App; which leads me to believe that the httpd.conf changes I am making in /etc/apache2 are not being used.

Any suggestions would be most welcome.  Thanks.
