Why?
Come on... it's Windows... (Sorry.) Apple makes (highly optimized) use of its own hardware. PCs are too generic. There's no way to guarantee a specific hardware set of components. Too many different manufacturers, chipsets, etc... Most of the core software used in most Apple created software exists in the operating system— OS X and is not actually part of the individual applications. There's no way Microsoft is going to let Apple embed its core software in its operating system.
