Received email offer to upgrade to 50GB at 0.99/month. Legitimate?

I received an email a few days ago that reads:

We recently introduced new, monthly iCloud storage plans that offer even better value. Now you can double your storage by moving from your current annual plan, 20 GB at $10.99 per year to our new 50 GB monthly iCloud storage plan at $0.99 per month ($11.87 per year). Upgrading to a new monthly plan is easy—you can do so from your iOS device, Mac, or PC.
After you upgrade, your storage will increase immediately and you will receive a prorated refund for any remaining balance of your annual plan.

Is this legitimate, or SPAM?
